City of Cuero Adopts New TikTok Policy to Comply with State Legislation

Cuero, Texas – November 5, 2024 – The Cuero City Council has officially adopted Resolution No. 2024-29, establishing a new policy that prohibits the use of certain applications, including TikTok, on government-owned devices. This policy is in direct response to Senate Bill 1893 passed by the 88th Texas Legislature, which mandates compliance with Chapter 620 of the Texas Government Code.

Key Points of the Resolution:

Legislative Compliance: The newly adopted policy aligns with Chapter 620 of the Texas Government Code, ensuring that Cuero adheres to state-mandated regulations.

Policy Implementation: The City of Cuero will implement the policy as detailed in Exhibit “A” of the resolution. The City Manager has the authority to update the policy as required by changes in state law or city circumstances.

Employee Distribution: All city employees will receive a copy of the new policy and must sign an acknowledgment of receipt. These signed acknowledgments will be kept in each employee’s personnel file by the City Secretary.

Public Interest: The City Council has determined that adopting this policy is in the public interest, as it promotes good governance and enhances operational security.

Incorporation of Recitals: The resolution incorporates the recitals as findings of fact, affirming their accuracy and relevance to the policy.

Repealed Clause: Any previous resolutions or parts of resolutions that conflict with this new policy is repealed to the extent of the conflict.

Severability Clause: If any part of this resolution is found to be invalid, the remaining provisions will continue to be effective, ensuring the resolution’s overall intent remains intact.

Effective Date

The policy becomes effective immediately following its adoption by the City Council on November 5, 2024.

The City of Cuero is committed to complying with state laws and enhancing the security of its operations. The adoption of this new policy represents a proactive step towards safeguarding government-owned devices and ensuring responsible use of technology within the municipal framework.

Texas Ramps Up Border Security Efforts To Repel Potential Mass Migration

Governor Greg Abbott, the Texas Department of Public Safety (DPS), and the Texas National Guard continue to work together to secure the border; stop the smuggling of drugs, weapons, and people into Texas; and prevent, detect, and interdict transnational criminal activity between ports of entry.

Since the launch of Operation Lone Star, the multi-agency effort has led to over 525,800 illegal immigrant apprehensions and more than 48,500 criminal arrests, with more than 41,800 felony charges. In the fight against the fentanyl crisis, Texas law enforcement has seized over 552 million lethal doses of fentanyl—enough to kill every man, woman, and child in the United States and Mexico combined during this border mission.

Texas has decreased illegal crossings into the state by over 86% due to our historic border security mission. Fewer illegal crossings into Texas means fewer migrants to transport to sanctuary cities.

Since the start of Texas’ transportation program, the state has transported:

  • Over 12,500 migrants to Washington, D.C. since April 2022
  • Over 45,900 migrants to New York City since August 2022
  • Over 36,900 migrants to Chicago since August 2022
  • Over 3,400 migrants to Philadelphia since November 2022
  • Over 19,200 migrants to Denver since May 2023
  • Over 1,500 migrants to Los Angeles since June 2023

Operation Lone Star continues to fill the dangerous gaps created by the federal government’s refusal to secure the border. Every individual who is apprehended or arrested and every ounce of drugs seized would have otherwise made their way into communities across Texas and the nation due to open border policies.

RECENT HIGHLIGHTS FROM OPERATION LONE STAR: 

Governor Abbott: Drone Technology Continues To Assist In Border Security Efforts 

This Wednesday on X, formerly known as Twitter, Governor Abbot shared photos of Texas National Guard soldiers preparing drones for flight operations along the southern border.

Drone teams assist law enforcement partners with thermal imaging and GPS capabilities to apprehend and arrest migrants who have illegally crossed the Texas-Mexico border.

Texas will continue to deploy every tool and strategy to secure the border to keep the state—and the nation—safe.

Governor Abbott: Texas Cracks Down On Tren De Aragua 

Earlier this week on X, Governor Abbott highlighted Texas’ ongoing operation to target the dangerous Venezuelan gang Tren de Aragua (TdA) and its members.

The Governor reminded Texans to submit any tips to the Texas Crime Stoppers hotline to assist Texas’ efforts to stop TdA from gaining a foothold in our state. In September, Governor Abbott announced a $5,000 reward for information that leads to the arrest of known or suspected members of TdA who have been or are involved in criminal activity. Texas will continue to crack down on this dangerous gang to get them off our streets and behind bars.

Governor Abbott: Louisiana National Guard Helps Texas Secure Border

On Monday, Governor Abbott took to X to showcase Texas National Guard soldiers partnering with the Louisiana National Guard to install razor wire barriers along the border.

Earlier this year, Governor Abbott was joined by 13 of America’s Governors who stood in solidarity with Texas’ right to defend itself against the federal government’s border crisis. These partner states continue to step up to support Texas’ historic border security mission and deploy personnel and resources to the border.

Governor Abbott: Border Wall Construction Continues In Maverick County

Earlier this week, Governor Abbott shared footage on X of the ongoing border wall construction in Maverick County.

As one of the strategies utilized under Operation Lone Star, Texas’ border wall has helped contribute to the 86% decrease of illegal crossings into Texas.

Texas will not back down from its mission to secure the border from unprecedented illegal immigration to protect Texans and Americans.

WATCH: DPS Arrests Human Smuggler After High-Speed Pursuit In Webb County

Over the weekend, DPS troopers were led on a high-speed pursuit by a smuggler driving a Ford Edge on IH-35 in Webb County. During the pursuit, the smuggler, Israel Perez from Laredo, allowed a female illegal immigrant, from Mexico, to bail out of the vehicle. Perez continued to evade troopers but eventually stopped and was arrested.

Inside the vehicle, DPS troopers discovered five additional illegal immigrants from Mexico. Perez was charged with six counts of smuggling of persons and evading arrest. All six illegal immigrants were referred to Border Patrol.

DPS Special Operations Group Seizes 119 Lbs Of Narcotics In Cameron County

The DPS Special Operations Group in Cameron County this week arrested one illegal immigrant from Mexico attempting to smuggle four large bundles of narcotics totaling 119 pounds into Texas.

DPS Brush Team Arrests Gulf Cartel Smuggling Guide In Rio Grande Valley

Earlier this week, a DPS Brush Team arrested a smuggling guide associated with the Gulf Cartel in the Rio Grande Valley. The guide, an illegal immigrant from Mexico, was attempting to smuggle three other illegal immigrants across the Rio Grande River. He is charged with three counts of human smuggling. Texas National Guard Soldiers Turns Back 25 Illegal Immigrants In Eagle Pass

Texas National Guard soldiers working on Operation Lone Star successfully turned back 25 migrants in two separate groups attempting to illegally cross from Mexico into Texas this week.

In the first incident, a drone team spotted a group of illegal immigrants on the Texas riverbank near Eagle Pass and alerted nearby soldiers, who responded and intercepted the group before they reached the border barriers. Texas National Guard soldiers instructed the illegal immigrants to turn back to Mexico. When the group failed to comply and attempted to illegally cross into the state, the soldiers deployed effective deterrence strategies and successfully turned back the group to Mexico.

In a separate incident, a drone team identified another group of migrants illegally crossing the Rio Grande River near Shelby Park and notified ground units, who responded and intercepted the group. Texas’ strategic border barriers stopped the illegal immigrants from entering the park. Under Operation Lone Star, Texas National Guard soldiers continue to prepare and train for potential mass migration events along the Texas-Mexico border.

In El Paso, Texas National Guard soldiers are conducting mass migration response exercises along with state and local law enforcement to ensure they are ready to deter and repel any mass illegal immigration attempt.

At the other end of the Texas border in Brownsville, Captain Daniel Mannon with Task Force East outlines that robust combined arms rehearsal helps soldiers working on Operation Lone Star plan ahead and identify strengths or weaknesses to respond to a mass migration event.

“This type of exercise helps us stay sharp,” said Cpt. Mannon. “Each of [the primary staff officers and company commanders] is addressing their piece of the puzzle and moving their pieces around the chess board in order for the adjacent companies and the adjacent staffs to be able to visualize and understand how this operation would play out in a real-life scenario. It allows us to be better prepared and to be able to execute a response in a timely and efficient manner.”

Congratulations on your incredible win. We knew that God was up to something.

Pastoring a Bible-believing church in California is not easy but I’m surrounded by many good people.

We all understand the enormous value of getting the nation back on track (spiritually speaking). Many are not called to flee, but to fight. California is still a great state and America a great nation.

The greatest threat to America

Although securing our borders is important, it pales in comparison to securing our relationship with the Lord. The great need today is less pride and a lot more humility — we must begin here.

We’ve mocked God’s messengers, despised His Word, and scoffed at His principles and we are reaping the whirlwind. We must return to Him before it’s too late: “Return to Me and I will return to you” (Mal. 3:7).

Like the Founders in their time of crisis, it’s time to call America to a season of prayer, fasting, and repentance. At this stage in the game, this is the best way to divert disaster.

Mass deportation

Everyone agrees that illegal immigration is one of the biggest challenges facing us today. In an attempt to secure more votes, the Democrats have destroyed our nation leaving us wide open for terrorist attacks.

When an airplane loses cabin pressure, parents put on their oxygen masks first so they can then assist their child. This isn’t selfishness; it’s wisdom. In the same way, the president of the United States is to put the safety of the American people first. But the key is striking a balance between security and compassion.

We must start the conversation

Being from a border state, I’d like to recommend a few things in regard to deportation. I’m not naïve; I know that all ideas have flaws, but we need to begin the conversation so we can hit the ground running in 2025.

1. Use a lie detector and/or AI technology to gauge intent as well as affiliation with any gangs.

2. Determine if it is a family who truly needs assistance or if it is a young man who might pose a security threat.

3. Can they provide three legit references including a church reference? And are they willing to learn English within two years?

4. There must be a plan in place for employment, not free handouts.

5. Streamline the process of becoming a citizen for those who are doing it correctly and legally.

6. As a venting process for some, consider allowing churches to act as sponsors for those who qualify to stay. This would also add an extra layer of accountability and offer a level of hope.

Layers of safety

Adding these layers would not only show compassion (the heart of God), but it would also ease fear. The call for an urgent, massive deportation would cause panic. We must calm the storm before it hits.

Additionally, a compassionate process would extinguish the Left’s rhetoric: “Republicans don’t care about people!” which we know is a complete lie.

Another national crisis

Although it doesn’t affect every state yet, homelessness affects every large city, and the continual fallout will be catastrophic.

The Los Angeles Times reported that “California voters approved homelessness funding to the tune of billions of dollars. A new report reveals that for all the money spent, the state just doesn’t have the receipts on what works and what doesn’t.” We seem to have lost the paper trail.

We can’t deport, but we can import

Unlike illegal immigration, we can’t deport but we can import: Import prayer and biblical principles to help the homeless. The reason throwing money at the problem doesn’t work is because the homeless crisis is a spiritual problem — the battle must be fought spiritually.

Living in Los Angeles County, I’ve seen it first-hand: A percentage of the homeless have mental issues, while others truly have no money or resources. The final percentage is addicted to drugs and alcohol.

All three of these issues can be handled with prayer and wisdom, but it must be done at the local, not governmental, level (e.g. boots on the ground).

Inaction is action

Wisdom is needed, as well as security, but a biblical approach is the only solution. Would it be easier for me to simply do nothing? Absolutely. But we are not called to bury our heads in the sand. Again, I’m well aware of the challenges, but we’ll miss 100% of the shots we don’t take. Us + God = the majority.

Someone who also loves America once said: “As long as we have faith in each other, and trust in God, then there is no goal, at all, beyond our reach. There is no dream too large, no task too great” (Donald J. Trump).

Texas Democratic Party chair steps down after dismal election performance

Gilberto Hinojosa’s resignation ends a 12-year run leading the state party, dating back to his election at the 2012 Texas Democratic Convention.

Texas Democratic Party Chair Gilberto Hinojosa announced his resignation Friday on the heels of another election cycle in which his party suffered blowout losses atop the ticket and vastly underperformed expectations.

In a statement acknowledging Democrats’ “devastating defeats up and down the ballot,” Hinojosa announced he would step down in March when the party’s governing executive committee is scheduled to meet.

“In the days and weeks to come, it is imperative that our Democratic leaders across the country reevaluate what is best for our party and embrace the next generation of leaders to take us through the next four years of Trump and win back seats up and down the ballot,” Hinojosa said, calling on Democratic leaders “at all levels to join me in lifting up the next generation in order to unite our party.”

In the months leading up to Tuesday’s election, Hinojosa and other party leaders promoted Texas as a competitive state where Democratic candidates had a real shot of winning a statewide race for the first time since 1994. Instead, Republican presidential nominee Donald Trump carried the state by nearly 14 percentage points and U.S. Sen. Ted Cruz defeated his Democratic challenger, U.S. Rep. Colin Allred of Dallas, by nearly 9 points. Democrats also lost three seats in the Texas Legislature and nearly every contested state appellate court race, and saw Republicans win 10 countywide judicial races in Harris County — reversing several years of Democratic dominance in Texas’ largest county.

Republicans also set a high-water mark among Latino voters, with Trump capturing 55% of the key voting bloc statewide, according to exit polls. He carried all four counties in the traditionally deep-blue Rio Grande Valley, including Cameron County, where Hinojosa previously served as county judge.

In an interview with The Texas Newsroom this week, Hinojosa said Democrats’ poor performance was in part a result of the way they handled the issue of transgender rights — comments that stirred backlash from party members and LGBTQ advocates.

“You have a choice as a party,” Hinojosa said. “You could, for example, you can support transgender rights up and down all the categories where the issue comes up, or you can understand that there’s certain things that we just go too far on, that a big bulk of our population does not support.”

Hinojosa later apologized for the comments, saying he recognized “the pain and frustration” my words have caused.

Hinojosa’s departure comes in the middle of a four-year term that began when he was reelected at the 2022 Texas Democratic Convention. His successor will be selected by the party’s governing executive committee and will serve out the remainder of Hinojosa’s term, according to the state party rules.

Shay Wyrick-Cathey, the party vice chair, announced Friday she would run to succeed Hinojosa. In a statement, Wyrick-Cathey said she and Hinojosa “have not agreed on every issue, but he never made that a prerequisite for the two of us working together.”

Also in the mix is Kim Olson, Hinojosa’s top challenger in 2022 and a former statewide and congressional candidate. She was being encouraged to run by some donors and party activists after Hinojosa’s announcement, according to a Democratic source familiar with the conversations.

The contentious 2022 chair election served as a referendum on Hinojosa’s tenure since he took over leadership of the state party in 2012. He won another term by arguing that he had grown the party immensely and helped bring Democrats within striking distance of statewide office in 2018, putting them in position to soon break through. But the race was made competitive as Hinojosa’s challengers promised to improve the party’s infrastructure while tapping into frustrations about Democrats’ disappointing 2020 election performance — which has since been followed by decisive losses in 2022 and 2024.

Hinojosa has drawn criticism especially for offering overly rosy projections. At the Democratic National Convention in August, Hinojosa referred to Texas as “the nation’s biggest battleground state” as he announced Texas would deliver its delegates for Vice President Kamala Harris.
