DeWitt County 4-H Shines at Houston Livestock Show and Rodeo Archery Competition

The DeWitt County 4-H archery team made an impressive mark at the Houston Livestock Show and Rodeo Archery Competition. Among the talented young archers, Taylin stood out with an exceptional performance, clinching the Reserve Grand Champion title in the Junior Female Division.

The competition showcased the skill and dedication of the DeWitt County 4-H archery members, who have trained rigorously for this prestigious event. Taylin’s achievement is a testament to her hard work, precision, and unwavering commitment to the sport of archery.

What a Trump presidency means for the water industry

Analyzing trends from the prior Trump administration may provide the water industry with insights into future developments.

Ballots have been cast, votes are tallied, and election results are in. A new president brings forth a new administration with potentially different, sometimes disagreeing, agendas.

Donald Trump already served a term as the 45th President of the United States giving us the ability to investigate the past to see what the previous administration did with the water industry – allowing us to gain perspective into what the future may hold.

Previously, the Trump administration’s actions concerning water policy spanned environmental deregulation, and adjustments to water infrastructure funding and water quality standards.

As of now, there is no specific or detailed policy statement from Trump’s 2024 campaign regarding changes to the water industry. However, the administration’s past actions and general policy proposals provide insight into his likely approach.

Control of the House of Representatives and the Senate would allow the administration to more quickly advance agenda that effects the water industry.

What Trump’s second term means for the water industry

Rollback of protections for streams and wetlands through the Clean Water Act

The Trump administration previously replaced the Obama-era Waters of The United States (WOTUS) rule with the Navigable Water Protection Rule. This revised rule redefined which bodies of water would be federally regulated, broadly limiting protections to larger water bodies and leaving smaller streams and wetlands under state control.

Supporters felt this provided clearer guidelines for landowners and reduced regulatory burdens, while critics were concerned about potential impacts on water quality.

The Biden administration reinstated and expanded protections for streams and wetlands through the Clean Water Act. The changes protect smaller waterways essential for drinking water. They also support broader conservation goals.

What Trump means for the Clean Water Act: If the past is any indication of future policies, it could be expected of the Trump administration to roll back federal protections for streams and wetlands in favor of leaving them under state control.

Revisions or restrictions to PFAS

The Trump administration sought to address the issue of per- and polyfluoroalkyl substances (PFAS) in drinking water with a plan to study and manage these chemicals.

Prior to leaving the White House in 2021, the Trump administration’s EPA determined that some PFAS chemicals need to be regulated in drinking water, but never acted to force such regulation.

In April of 2024, the Biden administration and the EPA introduced national limits to these chemicals in drinking water.

Andrew Wheeler, who served as the EPA administrator under Trump for two years, previously stated in a Newsweek article that some details of Biden’s PFAS rules may need to be reexamined, but as a whole his EPA was generally in favor of regulation.

What Trump means for PFAS: It is not clear where Trump stands in regards to current PFAS regulations or rules under promulgation, and EPA appears prepared to move forward with what it has already published.

Lead pipes

The EPA decided to implement the Trump administration’s lead and copper rule, while proposing additional requirements.

Under the updated rule, utilities that exceed 10 parts per billion (ppb) of lead had to work with regulators on plans to replace lead service lines. Utilities that exceeded 15 ppb would be required to replace at least 3% of known or suspected lead lines per year.

This number represented a slower replacement rate than a previous 7% requirement, essentially doubling the time it would take to replace lead lines.

What Trump means for lead: Adjustments to the Lead and Copper Rule Improvements (LCRI), recently finalized by the Biden administration, could once again add to the complexity of replacing lines for utilities. Utilities have already worked to detect lines and take inventory. Trump has not made official statements about this work.

Deregulation of coal ash ponds

The previous Trump administration relaxed requirements on coal ash waste storage, a byproduct of coal-burning power plants that can contaminate groundwater with heavy metals.

Under revised U.S. Environmental Protection Agency (EPA) rules, certain protections were reduced, allowing coal plants more time to comply with regulations on how coal ash is stored and treated.

This move essentially revoked a rule that prevented coal companies from dumping mining debris into local streams.

What Trump means for coal ash ponds: We could expect to see more deregulation around the energy sector which could result in relaxed regulations of discharges from power plants into public waterways.

Rollback of mercury effluent standards

In 2020, the Trump administration revised standards on mercury emissions from coal plants to reduce compliance costs.

Mercury emissions can enter waterways, affecting fish and wildlife.

Supporters viewed these adjustments as cost-saving, while critics were concerned about the environmental impacts of excess mercury making its way into local water bodies.

2023 proposal from the Biden administration sought to strengthen mercury standards for power plants.

What Trump means for mercury standards: A rollback of pollution standards may be an indication of more lax environmental standards to cut cost and time for power plants.

Lasting implications for the water industry

The Trump administration’s approach to water policy left a mixed legacy for the industry.

The deregulatory measures benefited some sectors, reduced operational costs and provided more flexibility to places like the power industry.

However, concerns about water quality, environmental health and public safety persist among critics who fear that reduced federal protections could lead to long-term damage to water systems and ecosystems.

Cuero, Texas – November 2024 – The Cuero Police Department is pleased to announce the continuation of its annual Blue Santa program. As in previous years, Cuero ISD staff will be selecting families to receive gifts through this heartwarming initiative.

Application and Participation Details

Applications have already been distributed, and while the deadline to submit will be announced at a later date, the community is encouraged to begin preparing now. The Blue Santa program relies heavily on the generous support of volunteers, and anyone interested in helping is invited to attend the upcoming meetings, typically held at 12:00 PM at the Cuero Fire Station.

The Cuero Police Department is actively seeking donations from individuals and businesses to support this cause. Donations can be dropped off at the Cuero Police Department and are greatly appreciated. Additionally, donations of wrapping supplies are also welcome to help ensure each gift is beautifully presented.

Nordheim 2nd Grade Enjoys Literature Alive Day!

The recent Literature Alive Day at Nordheim’s local elementary school was a charming occasion for the second-grade students. A variety of readers enlivened stories by reading them aloud to the children. The character from Dr. Seuss’s beloved classic, “The Cat in the Hat,” made an appearance and delighted the class with a reading.

The students listened attentively as the readers animatedly narrated the adventures of each story. The room was filled with excitement and curiosity, as the children were transported into the whimsical world of literature.

Literature Alive Day not only fostered a love for reading among the students but also provided a wonderful opportunity for them to engage with literature in an interactive and enjoyable way. The event was a great success, leaving the children eagerly looking forward to more reading adventures in the future.

November 11, 2024 Veterans Day Proclamation by President Joe Biden

Today, we honor generations of America’s veterans — patriots who have stood on the frontlines of freedom and kept the light of liberty shining bright around the world.  Just as they have kept the ultimate faith in our Nation, we must keep ultimate faith in them.

Each one of our Nation’s veterans is a link in a chain of honor that stretches back to our founding days — bound by a sacred oath to support and defend the United States of America.  Throughout history, whenever and wherever the forces of darkness have sought to extinguish the flame of freedom, America’s veterans have been fighting to keep it burning bright.  I remember so clearly the pride the First Lady and I felt in our son Beau during his service in Iraq.  He — like all our veterans from Belleau Wood, Baghdad, and Gettysburg to Guadalcanal, Korea, and Kandahar and beyond — lived, served, and sacrificed by a creed of duty.  We owe them a debt of gratitude we can never fully repay, not just for fighting for our democracy, but for giving back to our communities and inspiring the next generation to serve, even after they hang up their uniforms.

As a Nation, we have one truly sacred obligation:  to prepare and equip those we send into harm’s way and to care for them and their families when they return home.  Since I came into office, I have signed more than 34 bipartisan laws to support our veterans and their families, caregivers, and survivors.  That includes the landmark Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxics (PACT) Act, which enacted the most significant expansion of benefits and services for veterans exposed to toxins in more than 30 years.  Today, more than 1.1 million veterans and 11,000 survivors of deceased veterans are now receiving new service-connected disability benefits, and over 5.8 million veterans have been screened for toxic exposure — a critical step to ensuring they get access to the care they need.  And as of last March, any exposed veteran who served during any conflict outlined in the PACT Act will be able to enroll in the Department of Veterans Affairs (VA) health care.  My Administration is ensuring that women veterans enrolled in the Department of Veterans Affairs health care have equitable access to benefits and health services.  My Administration has worked to reduce barriers and reach out to veterans to make sure they can access their earned benefits.  As a result, the VA is delivering more benefits to more veterans than ever before.  In 2024, the VA processed more claims than ever and is providing record level health care services.  We have taken steps to eliminate barriers and disparities for all veterans, including people of color, LGBTQI+ people, and women.  We have made progress in addressing veteran homelessness, and we are working to end the silent scourge of suicide by addressing financial and legal risk factors, promoting secure storage of firearms, and expanding access to mental health services.  Last year, the VA housed nearly 48,000 veterans, expanded access to health care and legal assistance for homeless veterans, and helped more than 158,000 veterans and their families keep their homes.  And we are committed to assisting the roughly 200,000 service members who transition from the military each year with finding good-paying jobs, including by connecting them to Registered Apprenticeship programs.  My Administration has also prioritized supporting veteran entrepreneurship.  This year, service-disabled veteran-owned small businesses secured almost $32 billion in Federal contracts, nearly $4 billion more than in the prior year.

While our veterans are the steel spine of this Nation, their families are the courageous heart — they also serve and sacrifice so much for our country.  Last year, I signed an Executive Order calling for the most comprehensive set of administrative actions in our Nation’s history to support the economic security of military and veteran spouses, caregivers, and survivors.  The Executive Order increases training and employment opportunities for military spouses in the workforce and encourages Federal agencies to do more to retain military and veteran spouses through flexible policies.  Additionally, through the First Lady’s Joining Forces initiative, my Administration is working to better support military and veteran families on everything from making school transitions easier for military children to expanding economic opportunities and improving well-being for military spouses, caregivers, and survivors.

Earlier this year, I had the opportunity to visit Normandy to mark the 80th anniversary of D-Day alongside so many World War II veterans.  Their service and sacrifice helped free the world from tyranny.  We learned then what we still know now:  Democracy is never guaranteed.  Every generation must preserve it, defend it, and fight for it.  Today, we honor all our veterans, who have preserved, defended, and fought for our democracy.  They prove that we are a Nation that can meet darkness with light again and again, no matter how high the cost or how heavy the burden.  May we all strive to be worthy of their sacrifices for us, doing our part to keep the light of liberty burning bright for generations to come.

In respect and recognition of the contributions our veterans and their families, caregivers, and survivors have made to the cause of peace and freedom around the world, the Congress has provided (5 U.S.C. 6103(a)) that November 11 of each year shall be set aside as a legal public holiday to honor our Nation’s veterans.

NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States of America, do hereby proclaim November 11, 2024, as Veterans Day.  I encourage all Americans to recognize the valor, courage, and sacrifice of these patriots through appropriate ceremonies and private prayers and by observing two minutes of silence for our Nation’s veterans.  I also call upon Federal, State, and local officials to display the flag of the United States of America and to participate in patriotic activities in their communities.

City of Cuero Adopts New TikTok Policy to Comply with State Legislation

Cuero, Texas – November 5, 2024 – The Cuero City Council has officially adopted Resolution No. 2024-29, establishing a new policy that prohibits the use of certain applications, including TikTok, on government-owned devices. This policy is in direct response to Senate Bill 1893 passed by the 88th Texas Legislature, which mandates compliance with Chapter 620 of the Texas Government Code.

Key Points of the Resolution:

Legislative Compliance: The newly adopted policy aligns with Chapter 620 of the Texas Government Code, ensuring that Cuero adheres to state-mandated regulations.

Policy Implementation: The City of Cuero will implement the policy as detailed in Exhibit “A” of the resolution. The City Manager has the authority to update the policy as required by changes in state law or city circumstances.

Employee Distribution: All city employees will receive a copy of the new policy and must sign an acknowledgment of receipt. These signed acknowledgments will be kept in each employee’s personnel file by the City Secretary.

Public Interest: The City Council has determined that adopting this policy is in the public interest, as it promotes good governance and enhances operational security.

Incorporation of Recitals: The resolution incorporates the recitals as findings of fact, affirming their accuracy and relevance to the policy.

Repealed Clause: Any previous resolutions or parts of resolutions that conflict with this new policy is repealed to the extent of the conflict.

Severability Clause: If any part of this resolution is found to be invalid, the remaining provisions will continue to be effective, ensuring the resolution’s overall intent remains intact.

Effective Date

The policy becomes effective immediately following its adoption by the City Council on November 5, 2024.

The City of Cuero is committed to complying with state laws and enhancing the security of its operations. The adoption of this new policy represents a proactive step towards safeguarding government-owned devices and ensuring responsible use of technology within the municipal framework.
