Sen. Cruz, Rep. Norman, Colleagues Introduce Constitutional Amendment to Impose Term Limits for Congress
01.08.2025
WASHINGTON, D.C. – U.S. Sen. Ted Cruz (R-Texas), a member of the Senate Judiciary Committee, introduced an amendment to the U.S. Constitution to impose term limits on members of Congress. The amendment would limit U.S. Senators to two six-year terms and Members of the U.S. House of Representatives to three two-year terms after its enactment.
Upon introduction, Sen. Cruz said, “Term limits are critical to fixing what’s wrong with Washington, D.C. The Founding Fathers envisioned a government of citizen legislators who would serve for a few years and return home, not a government run by a small group of special interests and lifelong, permanently entrenched politicians who prey upon the brokenness of Washington to govern in a manner that is totally unaccountable to the American people. Term limits bring about long-overdue accountability. I urge my colleagues to advance this amendment to the states so that it may be quickly ratified and become a constitutional amendment.”
Rep. Norman said, “Elected office should represent a short-term privilege of public service, not a career choice. Those of us in Congress ought to serve for a reasonable period of time and then return home to live under the laws we enacted. That’s why I’ve proposed a constitutional amendment to establish term limits in the legislative branch, and I am honored that Sen. Cruz has introduced a companion bill over in the Senate. This effort will go a long way to positively impact American politics, and I appreciate Sen. Cruz’s leadership on this important issue.”
Sen. Cruz was joined by Sens. Mike Lee (R-Utah), Rick Scott (R-Fla.), Rand Paul (R-Ky.), Todd Young (R-Ind.), Steve Daines (R-Mont.), Cynthia Lummis (R-Wyo.), Bill Hagerty (R-Tenn.), Eric Schmitt (R-Mo.), Roger Marshall (R-Kan.), Katie Britt (R-Ala.), and Jim Banks (R-Ind.) in introducing the amendment.
Rep. Ralph Norman (R-S.C.-5) introduced the amendment in the House of Representatives.

BACKGROUND
Sen. Cruz previously introduced a Constitutional Amendment to impose term limits in each of the four prior Congresses – in2017, 2019, 2021, and 2023.

FBI INFORMANT SENTENCED TO SIX YEARS FOR LYING TO CONGRESS ABOUT PRESIDENT BIDEN AND HIS SON ACCEPTING BRIBES
Alexander Smirnov, a former FBI informant, was sentenced to six years in prison on Wednesday for fabricating claims about President Biden and his son, Hunter Biden, accepting bribes. Smirnov, a dual U.S.-Israeli citizen, pleaded guilty in mid-December to four counts of falsifying statements, which played a role in a Republican congressional investigation into the Biden family. Additionally, he pleaded guilty to unrelated tax evasion charges for concealing millions in income.
Smirnov falsely claimed that the head of Burisma, a Ukrainian energy company, paid both Bidens $5 million. This false information was significant in the House GOP’s investigation into the Biden family. He admitted to providing “false derogatory information” about President Biden and Hunter Biden.
Smirnov will receive credit for the time he has already spent in prison since his arrest in February 2024 on charges of making false statements. The Justice Department stated that the events Smirnov reported to the FBI in June 2020 were fabrications.
In late November 2024, Smirnov was indicted on tax fraud charges, including two counts of tax evasion and eight counts related to making false statements on tax returns. Special counsel David Weiss, who also prosecuted Hunter Biden on tax and gun charges, brought the case against Smirnov.
The court recommended that Smirnov be considered for the Bureau of Prisons Residential Drug Abuse Program, according to court records.
THE CASE AGAINST TIKTOK – FREE SPEECH AND NATIONAL SECURITY CONCERNS COULD MEAN U.S. TIKTOK SHUT DOWN BY JANUARY 19, 2025
In a pivotal case for the digital age, the Supreme Court is set to hear arguments on Friday regarding the future of TikTok, a platform used by nearly half of the U.S. population for entertainment and information. The case brings free speech and national security concerns to the forefront.
TikTok has announced plans to shut down its U.S. operations by January 19 unless the Supreme Court intervenes to delay or overturn a law that mandates its sale by its Chinese parent company, ByteDance. The law, signed by President Biden, aims to address national security risks posed by TikTok’s Chinese ownership.
Adding to the complexity, President-elect Donald Trump has requested the court to delay the law’s implementation, allowing his incoming administration time to seek a political resolution. This unusual plea from the president-elect could influence the court’s decision.
TikTok, ByteDance, and content creators argue that the law violates the Constitution’s free speech guarantee. Lawyers for the users and content creators emphasize the significance of the case, noting that it could impact the livelihoods of many and force them to seek alternative platforms.
The Biden administration defends the law, citing national security concerns. Officials argue that Chinese authorities could compel ByteDance to hand over information on TikTok’s U.S. users or manipulate the platform to spread or suppress information. However, TikTok contends that there is no evidence of such actions by China and that restrictions on speech should not be based on hypothetical risks.
In December, a panel of appellate judges upheld the law and rejected the First Amendment claims. The Supreme Court’s decision will come just days before the law is set to take effect and a new administration takes office.
Trump’s legal team has urged the court to temporarily prevent the TikTok ban from going into effect, arguing that Trump has the expertise and political will to negotiate a resolution that addresses national security concerns while preserving the platform.
The justices have allocated two hours for arguments, with three experienced Supreme Court lawyers presenting their cases. Solicitor General Elizabeth Prelogar will defend the law on behalf of the Biden administration, while Noel Francisco will argue for TikTok and ByteDance. Stanford Law professor Jeffrey Fisher will represent content creators and users.
If the law takes effect, TikTok’s U.S. operations could face significant disruptions, potentially losing a substantial portion of its daily users and advertising revenue. The court’s decision will hinge on the level of scrutiny applied to the law, with strict scrutiny being the most rigorous standard.
A decision is expected within days, and the outcome will have far-reaching implications for free speech, national security, and the future of digital platforms in the United States.
